Croatia Signs into law a ban on imports of skins and other products from harp and hooded seals

The Croation government passed a law today banning the importation of seal pelts and other seal products. The text of the law is in Article 20 of the Rule Book of Transboundary Transport and Trade of Protected Species which is implemented by the Nature Protection Law (Article 101, item 6). It was published in Croatia's Official Gazette No. 34/2006 on March 27, 2006.
The translated text follows:
Article 20
(1) It is not allowed to import skin, skin products and other products derived from the species mentioned in Appendix X for commercial purposes. (2) Exceptionally, the import of skin, skin products and other products derived from the species mentioned in Appendix X can be allowed if the animals of these species are cought in traditional Eskimo-hunt or if it is an import for noncommercial purposes.
(3) Ministry will issue permission for import if the following conditions are met:
1) authorized scientific body on the grounds of available data gives a written expert oppinion which confirms that:
- import of animals does not influence harmfully the favourable condition of species population or the range area in the country of origin,
- import of animals is essential for the progress of science and conduction of necessary biomedical research and that this species is the only species suitable for these purposes and there are no alternative animals bred in captivity or bred artificially; or the import of animals is essential for the research and education for the purpose of preserving of the species,
- the purpose of import does not jeopardize survival of the species.
2) importer has provided a documentation which shows that the animals are procured in accordance with relevant legislation of the country of origin and a written statement in which he confirms that the animals will be used for the purpose from the previous item, subitems 2 and 3 of this Article.
(4) In case of import from the item 3 of this Article, importer must present for inspection an import permit to the border customs-post.
